The structured electronic medical card - basis of complex automation of medical establishments

Abstract:
The electronic medical card is a document kept on electronic carriers. The structure of an electronic medical card, as a rule, is copied from the structure of the document, which was created in view of specificity of "paper" document circulation. As a matter of fact, the result of such "automation" strongly differs from the result obtained with the help of a "paper" card. Thus two basic tasks - reduction of volumes of routine operations on documenting results of visiting by a patient of health-care establishment and fast search of separate documents (conclusions, protocols etc.) are effectively decided only. However, the use of the only such electronic medical card cannot automatically generate the required statistical reporting or to keep account of the rendered medical services. Especially, it is impossible to carry out the detailed all-round analysis of the saved data, automatic control of dynamics of change of any parameters, search on any sets of criteria. Accordingly, the tasks of automation of registry, account of medical services, conducting medical statistics, creation of the every possible registers of separate groups of the patients etc. as a rule, are considered as at all not connected with conducting an electronic medical card. An electronic medical card is not only a storehouse of texts and images but, first of all, the ramified structure of the data adapted under automated processing. Each "document" of medical health records can be made of the several texts (for example, "complaint", clinical picture, etc.), and, that is more important, can be structured and detailed with a unlimited degree of detailed elaboration. For optimum work with structured electronic medical card special tool of this structuring was developed, allowing addition of new registration parameters not requiring modification in a code of the software and / or in a database structure and can be carried out not by the programmer but by authorized employee (medical manager), that essentially reduces expenses for support and development of the system. As a result the documents of a medical card become not only well readable, but also opportunities of analytical processing of the medical data appear, the reception of any reports becomes simpler, etc. The analysis of the saved data can be carried out in real time scale of any period. The automated control of conformity of medical purposes to the standards of treatment and control of completeness of conducting the medical documentation is easily realized. Creation of separate workplaces on data input are not required, each user enters the part of the information, the total amount of information repeatedly grows and the objective estima-tion of quality of works raises. The conducting the additional registration documentation is not required. The detailed structured electronic medical card is a universal tool of accumulation, storage and analysis of all items of information about the reference of the patient behind medical aid and gives appreciable advantages at all levels for middle medical personnel and doctor managing branch and the main doctor, statistical analytics and financial managers, and also organizers of public health services.
