The concept of an electronic medical card as bases of an information resource of public health services is considered. The description of an extract from an electronic medical card is offered. The president and the Government of the Russian Federation a task in view of creation of the state information system of the personified account in public health services which is solved within the limits of modernization of all system of public health services. One of basic elements of such system is the electronic medical card. Formation of requirements to an electronic medical card is based on the advanced international experience and is carried out by accumulation of knowledge of leading domestic developers of medical information systems. In work the basic approaches to standardization of electronic medical data and cards which in the further will be used at a formulation of requirements to medical information systems are analysed. These systems unite: statistics of health of the population; payment for rendering of medical aid; carrying out of medical-diagnostic actions; scientific work; introduction of systems of the automated support of decision-making by doctors and administration; Exchange of the medical information at transition of the patient in other medical institution or to other doctor. It is shown, that it is expedient to adapt the information structure offered in standard ASTM E2369 c by architecture of electronic medical documents ISO 27392 which acceptance as the Russian standard is expected in 2010 for creation of an electronic medical card.
