Pilotless aircraft in the world developed countries is actively introduced in different spheres of activities. Nowadays, in Russia there is a long-term experience available in drones - creation. The interest in application of new generation of unmanned aerial vehicles (UAV) grows not only in defense agencies but also in the civil economy sector. However, to introduce pilotless aircraft more efficiently there is a number of constraints, namely deficiency of regulatory and legal framework for Unmanned Aerial Vehicles Systems (UAVS) creation and application, the permit to put them into operation and the use of the Russian Federation air space. Regulatory requirements to UAV creation should include difference in the design structure and the use environment between drones and manned aerial vehicles with differentiation in terms of aircraft weight class. Regulatory and legal framework to use the airspace for UAV flights is a big challenge. To improve it the following steps should be taken: to make alterations in Air laws regulations of the Russian Federation, to develop requirements to air-traffic management including the UAV flights, to revise the Federal Rules of Air-traffic management. Besides, to secure UAVs application in the civil sector it is necessary to develop a number of supplemental normative documents stated in the article. As a whole, realization of the offered measures will create legal pre-conditions for wider drones - application.
