The method of the feasibility report by criterion «effectiveness - cost» of optimum structure of a providing organizational-engineering system for implementation with given effectiveness of application of a target organizational-engineering system at different stages of operations in conditions of conflict for mastering by that or other aspect of a resource is offered. The method is developed on the basis of the theory of a maximin, methods of resource allocation in two-level nonlinear problems, by group of optimization, maximum unit, approximating of the nonlinear goal function by a polynomial of the second degree with usage of principles basis and universality of shaping of structure of a system on the basis of controlling means, deriving of the information and fulfillment (complexes of information individual, group and common safety).
