Data sources for information support of search and rescue operations

Abstract:
Search and rescue operations intended for discovery of sea crafts, river boats, aircrafts, expeditions, tourist groups are based on the information extracted from various sources. This information includes vessel route, hydro-meteorological conditions in the search area, data from the on-board monitoring systems, questionnaires or interviews with experts and pilots. All these data have different structure. Data are accumulating in different databases and information systems. The problem of information extraction from multistructured data and its integration for populating of unified database for search and rescue operations is becoming very urgent. This problem becomes urgent with respect to data on the Arctic area. Arctic issues nowadays attract increasing attention both in Russia and in the world. In 2014 the Russian government approved state program «Socio-economic development of the Arctic area of the Russian Federation for the period till 2020». The main goal of this paper is to analyze available data sources which can be used for information support of search and rescue op-erations. In the paper the following information systems are chosen to analyze: «Victoria» vessel monitoring system, «MoRe» integrated information system, ESIMO information system, GROW Fine Arctic Hindcast historical database for the weather, wind and wave conditions, COSPAS-SARSAT international satellite search and rescue system, «Poisk-More» information system.
