Basic technologies for cost management of life cycle in high available organization-technical-economic systems

Abstract:
1. The article is devoted to innovation information support technologies of optimal design and management for systems with mixed processes of aftersale product escort and personnel, medical, finance maintenance. The new class of high available systems of organization-technical-economical systems (OTES) is firstly introduced. 2. OTES is the stochastic system with stochastic exchange of labor, material, finance, information etc resources by means of stochastic currents between system and external media and internal media. 3. Total cost of life cycle processes with constraints for general quality indicators of products and processes is the basic OTES economical efficiency functional criterion. 4. For new information technologies development deep analysis of modern management methods and approaches for deterministic processes based on international and RF standards and stochastic nature processes and for external and internal media during systems life cycle is performed. 5. Level of the accordance between OTES management structure and information support system is the main deterministic factor that affect product cost and quality. For perspective systems processive management structure is most suitable. So OTES may be presented in the form of vertical and horizontal netintegrated structures of separable processes. Each process is realized on the basis of modern quality management standards. 6. Processive management is combined harmonically with CALS methodology based on integral information media (IIM) and integrated logistic support (ILS) of OTES life cycle minimization. So ILS goal being the cost of OTES life cycle minimization. 7. Due to half-way policy in RF beginning from 2000 years for OTES life cycle participants IIM construction is failed. The main reason is the absence of corresponding innovation technologies. 8. New innovation technology of IIM and ILS based processive cost and quality management is described. This technology is oriented to RF state sector of economy and large corporations. 9. Main reasons are discussed why current deterministic CALS technologies do not permit full cost minimization. 10. For maximal cost life cycle OTES reduction of the complex for new informational technologies stochastic CALS methodology based on combined conditionally optimal stochastic models for all interoperable processes of technical, material and personnel maintenance is worked out.
