It is proposed to use technology of cyber-physical systems (CPS) with cloud computing and supercomputers in problems of three-level ground, air, and Earth remote sensing to disaster monitoring. We propose a method for assessing the risk of using CPS monitoring of emergency situations. Developed informational, operational and algorithmic support of CPS, for example, monitoring of a fire on a potentially dangerous object. Examines the hierarchical structure of intelligent telecommunications components of CFS on the basis of neuroprocessor to reduce the risk of decision-making due to the specialized data processing under uncertainty using fuzzy sets. Presents the user interface of the monitoring system, define the operating modes of the complex.
