Abstract:
The article is devoted to improving the automated control system of personnel development. Analyzed algorithms justification for changing the characteristics of activities for staff development plan. The problem of multi-criteria optimization for a variety of operating conditions. It is shown that as the criteria specified range of conditions in which to work as the project management staff. The article discusses the main challenges in solving problem of multi-criteria: the problem of taking into account the priority criteria; the problem of normalization criteria; the problem of choosing the principle of optimality. Much attention is paid to aspects of the analysis of the mutual influence on each other criteria. Justified the use of an indicative approach for constructing the vector of priority criteria and definition of concessions on the criteria. Proved preference criteria for normalization of their maximum value in the case of an indicative approach to the assessment criteria. The article discusses the advantages of the principle of sequential assignment in a complex with an indicative assessment to justify the optimal intensity of the activities of the staff development plan engineering enterprise. It is proposed to simplify the model by moving from space to choose the solution space of admissible local criteria, then the transition from the space of admissible local criteria to space indicators. The article presents a comparative analysis of the criteria and indicative estimates are indicated in application. The variants of the generalized evaluation of the indicative assessment. Based on the above analysis, a model of building development plan for staff. On the basis of this assessment suggested an analysis in order to decide on investment in staff. The article describes a model example, which assesses the need for changes in the intensity of activities for the program of the youth movement in a machine-building enterprise.
