As aObject of the Research is the Information SystemDevelopment LevelManagement. The Information System on organizing, tech-nological and infrastructural Componentsis based.Theirs Development Level differentcan be but co-ordinated must be. The Task of the Information SystemDevelopment LevelManagement and are proposed. As a Substance of the Management System a expert Evaluation is accepted. The Featuresof the Information SystemDevelopment Levelexpert Evaluation, the Termsof theirs Doing and theirs mathematical Framework are considered. The Approach to Evaluation of Development Level or Stages Maturity is substantiated. It is proposed the verbal Description of Stages Maturity with the Multitude of partial quantitative Criteria to reflect for this it propose the multicriterial Examination by Experts to take. It is explaned that the Estimateas one-level and two-level Procedurecan be doing. The on this Base-developed Methodics include two Stages: 1) the Formation of methodical Base of expert Estimate and 2) the actually expert Estimate Determination. The Information SystemDevelopment LevelManagement is realized as standard on Base of back Coupling. The Special-PurposeInformation SystemDevelopment Level are gived from outside, the actually Level throughmulticriterial Expert Estimateon Ba-sedeveloped Methodics aredeterminated.The Criteria is clearly defined that is the worst, the Investment is doing in the corresponding Sphere of Information System: Elements and Processing so as this Criteria to improve. The generalizedMethodicson Base of developed Approach and multicriterial Expert Estimate is the Substance of the Management System of theInformation SystemDevelopment LevelManagement and make possible the Information SystemsElementsDevelopment Level uniform to estimate. The developed Approach and the generalizedMethodicsmake possible the Development Levelof Information Sys-temspurposive to manage.
