Process of regulation and control of natural monopolies identified a variety of problems and risks associated with the provision of the country's infrastructure, which can be categorized as a threat to the state's economy in general and the development of competition in particular. These problems also include outdated definition of natural monopoly does not reflect the essence of the fact, and an ineffective tool to regulate their activities, and the lack of a unified register of natural monopolies in Vladimir region and others. The way out of this situation is the need for clear legal solutions to the issues that what is a natural monopoly, and who is a natural monopoly, the activity of which is subject to state regulation.
