Abstract:

The concept of an end-to-end digital sky involves the use of not only the space and ground segments, but also the use of air-level elements at altitudes of 20-50 km in order to increase the efficiency of the orbital-ground network as a whole. High-altitude platforms using aerostatic or aerodynamic flight principles are considered as systems of such an air echelon, each of which has its own advantages and disadvantages for solving the target task. Unlike ground-based stations, a high-altitude platform must provide multipoint interaction with both the space segment and ground-based stations, including the maintenance of subscriber equipment. At the same time, the platform's hardware design must take into account complex environmental factors, such as low temperatures, high wind speeds, solar activity, etc. The power of the power supply system also plays an important role, which is usually based on the use of solar panels and batteries. Since the high-altitude platform is not stationary in general, it must be equipped with a motion control and navigation system.

The main purpose of this work is definition the main elements of the high-altitude platform of the orbital-terrestrial communication network, taking into account the functional purpose of this platform, its role in the interaction model between network elements, and the influence of certain environmental factors. The results include the definition of the main elements of the tools using a multi-level approach and the use of software defined systems
