A problem of convergence of terrestrial and satellite communication networks and unification of their services has been considered. Having analyzed the existing standards, protocols and solutions for satellite and terrestrial mobile communications, we decided to design the terrestrial component of the satellite network in the form of a multi-service platform (MSP) based on the functional elements of the LTE mobile communication standard (3GPP).
We defined the structure of the MSP and identified the satellite network control center in terms of the 3GPP specification, as a core network domain. The architecture of the network control center (NCC) has been formed. The architecture of the evolved packet core (ERC) has been described in detail, and the requirements for the MSP network control center have been analyzed. Based on this analysis and on the requirements for the NCC components, a basic model of the NCC has been built using the LTE functional blocks. The resulting solution is based on open telecommunication standards and solutions. This approach ensures compatibility and unification of the developed MSP with existing and future hardware platforms.
