Abstract:

One of the topical issues of the application of organizational-technical systems (OTS) in a market economy is obtaining competitive advantages (superiority) on the basis of achieving conflict stability (CS) of their functioning, characterized by a certain invariant of elements forming their external (methods of application) and internal (composition, characteristics and algorithms of functioning) structure. It is achieved in such a state of OTS, in which external and internal threats of a critical nature to their existence are excluded. The basis for ensuring the functioning of the OTS is the availability of information about the characteristics of the competitive environment. Since the quality of the information possessed by the OTS significantly affects the CS (it can be reduced by excluding infrastructure, personnel and means by methods of active influence, or it is possible to disrupt the process of information exchange or introduce your own information), the basis for its achievement is the availability of relevant, reliable and representative information from the information exchange system – united by the unity of purpose information systems (IS) transmission, reception, extraction and destruction of information. Information is both the purpose of the impact and the means of implementing the CS provided by the IS system on the basis of achieving information superiority in the management of OTS. Since competing OTS make decisions on the basis of information available to them in their interpretation of the competitive environment, information about which may be erroneous, their choice of action strategies is carried out in relation to the formed, and not the actually reflected state of affairs, causing the inadequacy of relations and behavior of systems. Hereupon the result of the use of OTS is a function of the effectiveness of the tasks of information support of the solved IS, the methods of substantiation of which are absent or are given in a generalized, unacceptable form.

To substantiate the tasks of information support for the use of OTS in the conditions of passive/active influence of the competitive environment, a method has been proposed based on the functional analysis of external and internal management functions of the OTS application plan in an operation with the details of the main functions at the stages of planning, organization, control and adjustment of the interconnected system of functional tasks. Identification and generalization of functional tasks with reference to the stages of the OTS application plan provided the definition of the tasks it solves in the operation that require the involvement of appropriate IS for their implementation based on solving information support tasks (IST). Based on the system coverage of the solved OTS tasks with a resource for various purposes of IS based on Euler-Wien diagrams, the allocation of their total number in relation to the classes of IS has been carried out in accordance with the criterion of validity of the number and content of IST. Using the provisions of the theory of fuzzy sets on the basis of a set of elementary recognition features, the classification and justification of the number and content of IST solved by IS has been carried out while ensuring the use of OTS.

The proposed method is designed to automate the process of substantiating the ZIO of the use of OTS in the operation.
