In hydrodynamic and kinetic approximations a study has been made of the interaction between the plasma oscillations and the flux of charged particles that move parallel or normally to the boundary of the structure consisting of a plasma layer surrounded by media having different electromagnetic (e.m.) properties. The spectra and Landau oscillation damping (oscillation amplification) in such systems are determined.
