Abstract:

Formulation of the problem. Currently, the level of digitalization of information processes in river transport dispatching services is re­latively low, preventing improvements in the efficiency and safety of dispatching control. This is primarily due to the use of consumer office software to generate route information on navigation conditions, routine manual input of initial data, and interaction via telephone (verbal, prone to distortion) communication channels. All of the above hinders effective automated analysis of shipping data and the improvement of navigation safety in real time. The challenges of implementing information systems on inland waterways include ensuring a sufficient level of navigation safety, increasing the efficiency of water resource management, and improving the quality of service for water transport users.

Target. The aim of the study is to develop methods for constructing digital information systems that improve the efficiency of river transport dispatching information services.

Results. An approach to developing design methods for industry-specific information systems is proposed. These systems can be applied across various fields of activity due to the commonality of their integral core modules, taking into account global experience.

Practical significance. The practical significance of this study lies in the development of a river information service system and its implementation as the primary working tool for dispatchers in basin administrations in the European part of the Unified Deepwater System of Russia.
