Abstract:

Modern payment systems and other payment instruments are actively used by citizens in their daily activities. Credit, debit, fuel and gift cards are used for payment, as well as the mechanisms of the fast payment system. However, these tools are poorly used in the system of state support measures for citizens. The article discusses the conceptual architecture of the information system for monitoring the targeted use of budget funds and its functioning in the processes of making purchases.

Development of an information system that allows the financial manager to give certain people the right to use the funds for their intended purpose and ensure effective control of these expenses.

An information system for monitoring the targeted use of budget funds has been developed. The system allows the budget manager to delegate the authority to purchase goods or services to any circle of people and ensures that the budget is protected from abuse. The full functionality of the system provides: registration of the budget owner and user; creation of support programs; making payments; generating reports on the balance of support programs. The architecture of processes when paying with a bank card and through a system of fast payments is considered in detail.

The information system for monitoring the targeted use of budget funds has been put into operation and has shown its efficiency and effectiveness. The results of a comparative analysis of the developed system and its competitors are presented.
