Generic regional knowledge management strategies

Abstract:
One of modern economy features is the increasing role of intangible components in created production. It concerns not only high-tech productions; realization of «usual» goods and services now depends not less on intellectual resources which an organization possesses: image, reputation, brand, competences, etc. Strengthening of intellectual resources role in separate organizations leads the corresponding growth of their importance in regional development. On its properties knowledge differ from «traditional» factors of growth. Besides, it is non-uniform on the structure: some knowledge is easily duplicated, some, on the contrary, doesn't give in to copying, some knowledge is inseparable from their carrier, the some - can exist and be applied irrespective of who uses them, etc. The intellectual capital concept could be considered as one of the approaches, allowing to reveal the essence of knowledge as intellectual resources at micro and macroeconomic level. In this article are considered the theoretical preconditions of regional knowledge management strategies. Development of the regional intellectual capital, therefore, can be considered as a choice between nurturing of its key elements and achieving the balance of its structure. The proposed set of generic strategies is based on the following principles: 1) the structure of the intellectual capital has to correlate to regional economy structure; 2) the region is a complex system in which it is impossible to allocate «excess» elements - the same can be told about the regional intellectual capital. Proceeding from these preconditions, three main directions of regional intellectual capital development are allocated: 1) concentration of efforts  priority development of intellectual capital elements connected with key sectors of regional development; orientation to formation of distinctive features and priority development of the elements connected with activity regional economy key branches; 2) balanced development of elements and creation of the region-s competitive advantage on this basis; orientation to strengthening of synergetic effect by uniform development of all intellectual capital elements that is reasonable in view of complexity of many technologies and impossibility to reach result, developing only narrow field of knowledge 3) transition to balance  in a situation when the structure of the intellectual capital is unbalanced, it is possible to speak about need of elimination of these disproportions, as the priority direction of development.
