The power generation as one of the most important backbone of economic structures, for Russia and for the Vladimir region is consider in this article. Vladimir region refers to the energy deficient regions. Only one-third of the total electricity demand is covered by the intraregional production. The main long-term purpose in direction of reform of natural monopolies is to provide reliable and uninterrupted power supply to consumers of the Vladimir region, while improving energy security area. In this case, the energy saving potential of the region is quite high.
