A classical short definition and a short description of a radar channel is given. According to this definition, the channel consists of a radar, a radar target, propagation route, noise, jamming warfare and a user. The necessity of development of this conception is shown. This will help to solve the modern radar problems such as target identification and recognition. It is shown, that the radar channel includes radar characteristics measurer and so-called off-line objects further to already mentioned components. This off-line objects are called so, because they are being formed not in the current procedure of radar monitoring. They can be, for example, background objects and pictures of the target.
