Methods and technology features of integrated expert systems development intelligent support are in focus of this paper. Construction of such systems is based on task-oriented methodology, which was introduced by G.V. Rybina in mid-90s, and software tools – third generation of complex AT TECHNOLOGY, which is a workbench for knowledge engineers. Original approach to the «intellectualization» of development processes of such class systems based on methods and software tools, generalized by term «intelligent environment», are described. Prospects of applying the concept intellectual programming environment to create a competitive national innovation system are discussed.
