Integral representation for 3D radiation in flatten-layered and two-layered media are considered. For the two-layered medium, the field behaviur in the vicinity of dielectric remittance breaking is investigated, were the general integral representation is invalid. Good convergent analytical field representation in this domain are obtained. Expressions for the tangential component of a surface wave with respect to the two-dimensional analytical function at any parameters of the breaking are presented. Asymptotic expansions of the field at small distances to the antenna located at the media interface is obtained. These expansions allows us to eliminate singularity at numerical modeling of the field. Thus, necessary steps are made for the development of the current model taking into account a subsurface medium, that, is its turn, forms a new stage in the development of the algorithm for interpreting georadar data by the inverse problem method.
