Efficiency of the scientific and educational centers functioning in industrially developed municipalities

Analytical studies aimed at identifying the types, structure, activities and technical and economic efficiency of the scientific and edu-cational centers (SEC), established and operating in the Russian Federation (Russia).
The relevance of the work is due to the fact that the identified actual results of long-term activities of different types of SEC are ap-propriate for their application in the development of a strategy for the construction and formulation of provisions on regional and in-terregional SEC, provided as one of the goals of the national project «Science».
The structure and efficiency of three types of SEC projects proposed and implemented in Russia to varying degrees of completeness are analyzed and described.
The first project is interdisciplinary. Their base – universities. Participation in SEC of scientific and industrial organizations is mandatory (exemplary SEC of this type are the structures implemented in Bauman MSTU, MIREA etc.).
The second project is educational, research and production. It is created in the form of innovative education and operates outside the University in the form of a territorial cluster (an example of such SEC is the innovative territorial cluster «Fryazino», Moscow region).
Both of these types of SECs are financed through public-private partnerships.
The third project is based on intellectual and private financial capital, and REC is geographically located on the premises of the joint stock company (JSC). Its activities do not provide for direct budget funding (for example – joint SEC JSC «Voschod»-KRLZ and Kaluga branch of the Bauman MSTU).
It is shown that all three types of SEC can work effectively in industrialized regions, where technical schools operate. Their experience should be used in the development of regional and interregional world-class entities created in the Russian Federation.
