The elaboration of cognitive production factors’ choice in high technology enterprises of radioelectronic industry in Russian Federation

In radioelectronic industry of Russian economy the large amount of strategically important industrial technologies are centralized, the dissemination of which provide the increase of country innovation level. However, the analysis of Russian high-technology enterprises has shown that their innovation development is rather irregular. The reasons are not always in unfavorable external terms: poor market conditions, market instability (volatility), world pressure, etc. the disproportions in innovation development of high-technology enterprises are often connected with the inefficiency of production factor usage.
In order to provide the constant innovation development it is important to determine the value of used production factors and centralize the resources on key innovation directions and perspective R&D. in connection with this, the choice of valuable cognitive factors is quite relevant. In the present paper cognitive production factors are understood as the specific, imitate-sensitive intellectual resources, providing the competitiveness of manufactured products and services. The peculiarity of cognitive production factors is their weak formality that constrains the usage of tradition statistic methods. Moreover, the choice of valuable cognitive production factors is a procedure based on subjective estimations of experts.
The implementation of Rasch model allows considering the category “valuable” as a probabilistic one and taking into account wider range of situations in comparison with the deterministic models that are usually used in rating procedures. The elaborated method offers the coincidence of the cognitive production factors’ value and experts’ estimations and allows taking more reasonable decisions while distributing the limited resources between different R&D projects.
