Model for evaluating the management of a large educational system

For the rating evaluation of the educational system the authors propose a method of hierarchy analysis, which allows to avoid errors typical for many existing evaluation models. As a result of the analysis of the large educational system, the authors revealed the structure of the components of the management of educational organization and the relationship of the components. The algorithm of construction of the mathematical model of formation of the estimation based on a priority of components of system is described.
To assess the quality and effectiveness of the management of a large educational system, the authors proposed a method for analyzing hierarchies. The object of investigation was decomposed into smaller components in accordance with the method. Step-by-step evaluation of each component was carried out and the priority of the evaluated components was determined using paired comparisons method. The proposed model allows to take into account all important quantitative and qualitative characteristics of the evaluated object. In order to use the MAI authors proposed a model of indicators that are involved in the evaluation of the management of a large educational system. Scientific novelty – the MAI method for the rating of the educational organization is applied for the first time.
