Dual polarized experimental data of Space Research Institute on internal wave radar observations are presented. Additional evidence in favor of a significant role of non-resonant effects at low grazing incidence is obtained. A model of non-resonant backscattering from steep breaking waves of intermediate scale is developed, and a method of experimental separation of resonant and non-resonant effects is proposed. Resonant mechanism of brightness temperature increment is described, which is based upon diffraction of surface electromagnetic waves by surface ripple. A new non-resonant mechanism of thermal radiation is proposed, associated with the steep surface waves.
