Concept of development of a scientific information resources repository

The basis of modern tools of information support for research activities are the repositories of scientific materials. Their use reduces the cost of publishing and depositing scientific materials and research results; facilitates the search for relevant information and promotes active interaction of the scientific team members.
Currently, the scientific community actively uses large web services as repositories, for example, Web of Science or eLibrary.ru. Aca-demic organizations mainly create repositories on the basis of specialized platforms like EPrints, DSpace and Greenstone, or they im-plement their own integrated solutions. However, known ready-made solutions or original developments do not give full information support to the activities of research organizations, primarily in the field of defining and describing semantics.
To create a repository of scientific and information materials that ensure efficient search and storage of information resources, down-loading materials from external sources, teamwork and organizing semantic links between elements of the repository, a concept for its creation is proposed. The proposed concept defines the basic functionality of the repository, its logical structure and the data re-presentation model.
The repository consists of an arbitrary set of thematic databases, a content management unit (CMU) and a scientific content search module on the Internet (CSMI). The CMU is a universal designer for the creation and filling of thematic databases, and also implements search, access control and teamwork with information collections. CSMI provides loading of information materials and their meta-descriptions into the repository. The download is performed in an automatic mode based on the parameters specified by the user.
The repository databases store documents consisting of a set of files and meta descriptions, called document passports. Each passport contains an arbitrary set of descriptors and attributes. Documents are combined into hierarchical structures based on user-defined categories. Documents are also linked through links between them, which allows you to organize semantic networks within the repository.
The proposed concept of creating a scientific materials repository will make it possible to implement an effective and convenient tool for supporting scientific activity and will improve the quality of conducted research.
