The article defines the place of Optical and Radar Information (ORI) Storage for the Arctic zone (ORISAZ) in the solution of state tasks. The main peculiarities of ORI, caused by the specificity of its collection in Arctic conditions, are listed. The purposes of ORISAZ are defined. The results of analysis of ORISAZ source-AIS and data consumers are listed. The main problems of identification and matching of ORI are defined. The main issues of ORISAZ design are discussed. The general approach and proposals on solution of fundamental problems of identification and matching of ORI during the ORISAZ design are introduced, including: integration in ORISAZ ORI, GEODATA coming from sources of different authorities and from free public sources; development and/or selecting an existing metadata standard for data stored in ORISAZ, transmitted between the sources and ORISAZ, ORISAZ and users; development of potential models and their structured populations for the observed objects (the objects of the search), data on which and related to which are stored in ORISAZ; development of and/or selecting an existing data mining and pattern recognition method, applicable for identification by matching of the observed objects and the objects of the search; selecting mentioned above methods among neural network, logical, statistical, Pareto principle, and hybrid methods of decision making by a totality of decision rules class; development of «language of images» prototype, which will allow to implement the processing of ORI, integrated within ORISAZ, on the base of user graphical and/or video interfaces.
