The high-precision definition system (HDS) of the navigating and efemeridno-time information (ETI) is intended for: сalculation of the high-precision navigating and efemeridno-time information in real time and in a posteriori modes on the basis of processing of measurements of a global network of measuring stations; providing to civil consumers of high-precision ETI GNSS for the decision of high-precision problems of definition of a site in real time and in a posteriori modes on transport, and also at providing of geodetic and cartographical works, scientific basic researches.
The basic delivery systems ETI to the consumers will means of a space segment (space satellites on geostationary, geosynchronous, highly-elliptical and low orbits) and popular land communication channels (the Internet, cellular networks).
The information, transferred in real time and in a posteriori modes, will allow to provide by 2020 calculation of the high-precision navigating and efemeridno-time information with the set requirements on accuracy (0,15 m – in real time, 0,03 m – in a posteriori modes) for stationary and mobile consumers.
The global system of high-precision definition of the navigating and efemeridno-time information in real time for civil consumers is the further development of systems of exact positioning. Increase of accuracy, efficiency and глобальности is reached in it at the expense of use of two-frequency measurements, high-precision definition and forecasting of trajectories of movement of navigation satellites. Such approach is realised with use PPP (Precise Point Positioning) a method which is chosen as base technology.
The initial data for high-precision navigating definitions in mode PPP are the high-precision efemeridno-time information given by created global HDS ETI, and current measurements of pseudo-ranges and the pseudo-phases, carried out by the navigating receiver.
HDS ETI develops high-precision with use of measurements of a global network of stations, however their quantity is much less, than at use of network differential methods. Feature of created system is calculation of the high-precision navigating and efemeridno-time information in a mode of real time (the assisting information) and in a posteriori modes on the basis of processing of measurements of a global network of measuring stations. Processing of the assisting information transferred on communication channels in real time, together with use of signals GNSS in specialised navigating equipment of the consumer will provide improvement of accuracy of navigation more than on an order – with metre to decimeter level. The use of integer ambiguity resolution phase measurements together with the precision of the assisting information will improve the efficiency of navigation definitions (to reduce the interval of convergence to the exact solution to a few minutes) and to achieve centimeter-level positioning accuracy. Possibility of granting of new navigating services to civil consumers and expansion of area of their application in social and economic sphere will be as a result provided.
