Theoretical and experimental results on electromagnetic wave diffraction by a conducting circular cylinder are presented for two polarizations. The theoretical part of research is presented by calculations based on classical model of scattering by conducting circular cylinder without an asymptotic solution. Experimental research was conducted in air and concrete. The first stage of research happened in air with the standard RASCAN radar antenna and a vector network analyzer. The second stage was conducted with the holographic radar RASCAN itself. At this the object of interest was scanned in air in concrete. The obtained holograms were processed by the standard signal processing package of RASCAN based on aperture plane wave decomposition and the inverse Fourier transform. On the basis of obtained results it was inferred that phase center displacement exists for a circular cylinder on two orthogonal polarizations. Possibility of measuring the depth and diameter of an armature bar in concrete was shown to exist for the radar RASCAN.
